How do i set entry message? and what does it mean?

ENTRYMSG allows you to change or set a message sent to all users joining the channel. Specify a <message> of NONE to clear the message.

/msg ChanServ SET #Channel ENTRYMSG Welcome to #Channel.

Note: you can put what ever message you would like after Entry Message

/msg chanserv set #innercircle welcome to  roo pull up a chair and relax
