What Oversight is there for Chanops Themselves?

I will not mention any particular names as this is a general question, but it was prompted by the behavior of one particular chanop who is excessive with her warnings/kicks/bans. If this chanop continues to warn and kick people for simple things every few minutes, who oversees this person to speak to them about this so they will "lighten up" and moderate more like the other chanops who aren't as strict?

An exact scenario regarding this chanop being excessive happened earlier. A guy and girl were playfully flirting/fighting in chat. The girl said "burps in guy's face" and the guy responded to this by saying "grabs girl and kisses her". The girl then responded with "ew don't kiss me!" and then said "girl kicks guy and throws water at him". At this point the chanop warned them and said their behavior was inappropriate, then threatened to kick them, effectively ending any flirting/talking between two people who were otherwise getting along and having fun in chat. I recorded this exact incident using screen capture software btw. This chanop does not know the difference between two friends in chat flirting with each other and pretending they dislike each other, and two people who are genuinely fighting and disrupting chat. What qualifications are looked at when chanops are chosen? Shouldn't a chanop be more human and able to tell the difference between things like this? Isn't this why some people are chosen as chanops and others are not? Because those chosen should possess the ability to be able to distinguish between a real argument and playful flirting? Isn't that the point of having live-chanops instead of just bots, so they can make these types of determinations whereas a bot can not?

Many reg chatters from the old network who came here have left due to this one particular op's behavior and have been discussing her on the other networks. LibraIRC's homepage specifically has an article linked at the bottom of the homepage titled "What is Op Etiquette" and specifically states:

"Kick/Ban Happy, Remeber its not children you are dealing with it is adults who have come to have fun and/or flirt with others, Operators have rules/guidelines they have to follow of course but dont be too quick in kicking or Banning people ,often just a few words to watch their chat content is enough without being "Bot like" and throwing up a warning popup every few minutes not to do this or that ."

This last line is exactly what this chanop does, but she has been doing it this way for months now with nobody correcting her poor way of opping/moderating. So while there's a whole article on guidelines for Chanops, what system is in place to make sure chanop's are even following these guidelines? Who can a chatter report this to or does it just go unchecked and the article about how they should behave is meaningless and only posted for sentimental value?

Hi there. I can happily log on from my home PC which runs Win Vista and a netbook with good old Win 98 !! However when I try to access from work, I get Error #2031. When I click this I get 'Disconnected from server.' message.
Any ideas? Lack of Flash or something?
I don't like to use bad language but I have no problem accessing ICQ, if that makes sense?
Any advice appreciated.

The following meanings of each flag:

    p = Block private PRIVMSG
    c = Block public PRIVMSG (to a channel)
    i = Block INVITE
    n = Block private NOTICE
    t = Block public NOTICE (to a channel)
    a = Block all the above types
    x = Exception.

Example:

If you want to ignore someone from Private with nickname Histen

/silence +Histen p

If you want to ignore Histen IP from your [b]Private[/b] lets say as he keep changing the nick and bug you over so for example his IP is [b]FA0226.ACF033.D0C64D.9730CE

/silence +*!*@FA0226.ACF033.D0C64D.9730CE p

Please Note:

If you want to remove someone from the silence just replace the + with -
To get you silence list command used is just /silence and you shall get the info in your status page.
If some people wonder how to get others IP you just use /whois nickname and his IP with the rooms he in will appear in your status.

For Those of you who are unfamiliar with IRC it is a network of servers which allow people from all over the world to interact via real time text chat. Each user on IRC is known by a nick eg: funguy, try to use a nick that isnt too common as on most servers people can register nicks and if you use it, within a certain time period you have to change it or you get disconnected from the server. Channels are run by channel operators, ops for short these people are recognised by having an @ next to their nick. On IRCQnet % (halfops are also used , these are used for ops who are in training to be full @. They can control the channel by choosing who may join, they have the power to ban users or kick anyone who is generally being a pain in the butt ie: flooding the channel, swearing or just making life uncomfortable for other chatters. You will also see people with a + next to their nick this is called voice and means if a channel was set to (+m) "moderated" only people with ops (@) and voice (+) could speak in the channel. Here are just a few of the very basic commands for IRC.

Respect, Chatters wont give you respect because you were given an @ , dont expect it, respect is earnt it does not come free with your @
Favouritsm Don't show favouritsm with your friends be fair, if 2 people are fighting and arguing warn both of them , (real friends wont put you in this position to begin with)
Rules of the Chatroom, Rules were meant for everyone that doesnt exclude the operator you cant tell other people not to fight or argue then do it yourself, you cant be rude, crude, and swear at others then tell chatters not to do it .
Offensive Chatters Operators do a voluntary often thankless job looking after chatrooms and take lots of abuse into the bargain however being an Operator gives you no rights to be offensive to chatters either, keep it in mind to practice what you preach.

You aren't talking to other computers; you are talking to real, live people with feelings, moods, and interests who happen to be communicating via computers.
Remember that not everyone is chatting in one room only.
Picture yourself entering into a group of people from all over the world, with varying ages and backgrounds, and act accordingly. You might greet the group, you might watch quietly at first from the sidelines to determine the tone of the group. After watching for a few minutes, you may find that this isn't the kind of group you like.... and that's ok. There are plenty of other groups you can choose from; just leave as politely as you arrived.
n the same time zone you are, and that your native language may not be the primary language of everyone in the chatroom.
Don't worry about correcting typos . They are expected, and can actually be a GREAT source of laughter for everyone (be sure you share in the laughter).
Flirting is fine when you are with an appropriate group. Outright sexual comments and/or requests are NOT ok unless in a room designed for such.
As in real life, some people will be rude or offensive. Humour works better at diffusing potential problems than anger does. Ignoring them works even better. Anger on-line is a waste of energy.
Most chatters are nice. Ask if you have questions( and watch for their replies)
It is very helpful to address your comments (in typing) to the specific recipient if there is one. For example: Gemini<or whatever the chatter's nickname is>, where did you say you were from?"
It's perfectly ok to shorten somebody's chatting nickname when you're "talking" to them. but a little tip is type the first letter or 2 letters of their nick and hit the "tab" key this will complete the nick for you if you are on a client like mirc
Ignore all those stories about masquerading as someone else on line... and just be yourself! You'll have a great deal more fun, find better friends, and not irritate the heck out of people when you're "found out" (which you will be eventually - trust me. Experienced chatters can almost always sense "fakes")
Just remeber chatrooms are for fun and laughs and supposed to relieve tension not to come into and start arguing and fighting with ppl you want to do that turn yur computer off and go outside and play ;D
Offensive, racist, harassing behavior including personal attacks and/or threats.
In most general chatrooms, this type of behaviour will result in your being removed from the chat, for a short time or indefinitely
Typing in all CAPITAL LETTERS. This is considered "yelling" and rude.
Chat in ALL CAPITAL LETTERS is difficult to read, and makes the screen scroll too fast.
There is no quicker way to announce that you're a NEWBIE CHATTER than to use all capital letters!
Rudeness. Play nice, and remember that one of the chatters may be your next door neighbour!
Whining that no one will "talk" to you.
If you are interesting and join in the conversation, you will be included.
The same concept applies to complaints that the room or the chatters are "boring".
Posing as another chatter. Duplication of common nicknames occur.. but the deliberate act of being an imposter is considered... well... almost a violation of privacy. Don't do it.
Just as you meet people in the real world, you can make friends in the virtual world. Some people have even met their future husbands and wives through chat, but there are a few things you should be aware of. People can, and do, pretend to be anything they want on the Internet, so you have no real guarantees that your cyberfriend is who they say they are. You're gorgeous hunk of A 21yr old b/f may just turn out to be a 60 yr old :) (Read the poem on the front page it says it all }
Dealing with Offensive Chatters, People tend to be a lot braver online than in person and a lot braver can mean being more aggressive or just stupid. If you have a disagreement with someone or someone has just picked you out of the crowd and decided you are "Todays plaything" do the sensible thing and use the /ignore nick feature, its why its there and its the best way . If you retaliate its exactly what they want someone who "bites" if you dont then they get bored and stop.If the room is being moderated by a chanop they will put a stop to it let the brave person take the ban for being an idiot dont fight back and end up banned yourself.
